When staying in a room with a Cuban resident, that person has to be registered along with you, otherwise the property owner is risking to have his/her business closed.
Cuban tourist workers are not allowed to stay in a room with a foreign tourist, so if they register in a house (which by law the owners have to do) they are risking to lose their jobs.
Houses and rooms are safe as well as the city, although you should not carry more cash than necessary when going out.
